The Dark Web: What It Is and Whether to Worry

The dark web appears in every data breach story — but what is it actually? A factual, non-sensationalized look at Tor, hidden services, and your data.

Clearing Up the Terminology

News coverage conflates several distinct concepts. Let's separate them:

The surface web is the portion of the internet indexed by search engines — websites Google can find. This is what most people use.

The deep web is everything not indexed by search engines: your email inbox, banking portal, company intranet, streaming service content, medical records. Most of the internet by volume is deep web. It is not inherently suspicious — it is just private or gated content.

The dark web is a small subset of the deep web accessible only through specialized software, most commonly the Tor network. It hosts .onion sites that are not accessible through a regular browser.

When media reports say "your data is on the dark web," they mean stolen data is being sold or shared on forums and marketplaces hosted as .onion services, not visible to Google.

How Tor Works

Tor (The Onion Router) is a network of thousands of volunteer-operated relays around the world. When you use the Tor Browser, your traffic is:

  1. Encrypted in multiple layers (the "onion")
  2. Routed through at least three relays (entry node, middle relay, exit node)
  3. Each relay decrypts only its layer, revealing only the next hop

The entry node knows your real IP but not your destination. The exit node knows your destination but not your real IP. No single relay knows both who you are and where you are going.

.onion addresses are self-authenticating: the address is derived from the site's cryptographic public key. When you connect to a .onion service, traffic never leaves the Tor network — there is no exit node, and both client and server remain anonymous. This is why .onion services are relatively difficult to take down.

Tor has legitimate uses and was originally developed by the US Naval Research Laboratory. Journalists, activists, whistleblowers, and people in censored countries use it as a critical tool. The BBC, ProPublica, and the New York Times all maintain .onion mirrors.

What Is Actually on the Dark Web

The dark web's content is less exotic and more mundane than popular accounts suggest:

Legitimate:

  • Anonymous communication tools for journalists and activists
  • Censorship-circumvention mirrors of mainstream news sites
  • Forums for people in countries with repressive governments
  • Privacy-focused email and social services
  • SecureDrop installations used to receive sensitive documents from whistleblowers

Criminal:

  • Stolen credential databases — username/password combinations from breaches
  • Payment card data (called "dumps" or "fullz")
  • Ransomware-as-a-service infrastructure and leak sites
  • Drug marketplaces (though major ones have repeatedly been seized by law enforcement: Silk Road, AlphaBay, Hansa, Hydra)
  • Malware and exploit kits for sale
  • Fraud tutorials and scam infrastructure

Notable absent: the most lurid media narratives are largely myth. Hitman-for-hire services are scams. The dark web is primarily a financial crime ecosystem, not a movie villain's lair.

If Your Data Is "On the Dark Web"

Data breach notifications — from companies or services like HaveIBeenPwned — increasingly include the phrase "your data was found on the dark web." What does this mean practically?

It typically means a database containing your email, password, and possibly other fields (name, phone, address) was posted on a criminal forum or sold on a marketplace. Here is what you should do:

  1. Change the password for the breached account immediately — and any other account that used the same password
  2. Check HaveIBeenPwned.com to see which breaches you appear in and what data was exposed
  3. Enable MFA on the affected account and any account that shares its password
  4. Watch for phishing — your email address in a breach list will generate more targeted spam and phishing attempts
  5. If financial data was exposed, monitor your credit and consider a freeze

Your data being posted to a criminal forum does not mean someone has immediately done something with it. Most stolen credentials sit in bulk dumps that are traded around for months or years. The risk is real but rarely immediate.

Should You Use Tor?

Tor is free, legal to download in most countries, and provides genuine anonymity for browsing when used correctly.

Reasons to use Tor:

  • You are a journalist, activist, or researcher who needs source protection
  • You live in or are visiting a country with internet censorship
  • You want to browse without your ISP logging your activity

Limitations to understand:

  • Tor is significantly slower than regular browsing
  • Many websites block Tor exit node IPs
  • Tor anonymity can be defeated by browser fingerprinting, logged-in accounts, JavaScript exploits, or correlation attacks
  • The Tor Browser, kept updated, is the correct way to use Tor — not routing other browsers through Tor
  • Tor does not protect you if you log into your real accounts

What Law Enforcement Can Do

Dark web criminal markets are regularly shut down. Operation Onymous seized Silk Road 2.0. US and European agencies took down AlphaBay and Hansa simultaneously, running Hansa covertly for weeks to collect buyer information. Hydra, the largest Russian dark web market, was seized by German authorities and the US in 2022.

Tor provides strong anonymity but is not impenetrable. Operational security failures — reused usernames, cryptocurrency transaction tracing, infiltration, vendor mistakes — have led to the arrest of dark web operators and users. The technology is strong; the humans using it are often the weak link.

The Bottom Line

The dark web is a real place with real criminal infrastructure. It is also substantially less mysterious and threatening than media coverage implies. For most people, the practical impact is indirect: stolen credentials from breaches circulate there. The response — unique passwords, MFA, breach monitoring — is the same regardless of where the data ends up.
